~/VI

to keep from changing the character of the
water.

I

There have peen some statements made
about the flow of water that would be a result
of putting this 10,000 foot pool in John Mar-
tin. The boys below the dam are going to
have relatively clear water from now on.
There isn't any argument aPout that unless
they get a great big flood that might shove
it in and give them some mud for a while. To
take the view that that does not effect an
irrigator, in my book, it's just like Mr.
Sparks says, it simply isn't true. I have
pushed an irrigating shovel for 35 years and
I know a little bit about irrigating and clear
water does not go as far as your water that
does bear some silt. You cannot get the opti-
mum use out of it. I'll agree that they use a
lot of clear water down there but there are
times like this year that they had a lot of
water with sediment in it.

I had this all written out and Mr. Staple-
ton wanted me to cut it down so I have tried
to cut it down.

Another thing that you will find, I would
like to know if this fish pool is going to bear
its share of the sedimentation? Now they talk
about bearing their share of the evaporation.
So they would have to, in my pook, pear their
share of sedimentation. Is the flood pool
going to be available to the irrigators for
invasion after the Trinidad Project and the
Fry-Ark come into consideration?

I

Here's another question. It's the criti-
cal years, as I see it, that pother you. A
year like this year. The good years will take
care of themselves. You can figure up an
average on what happens over a period of years;
it doesn't mean a thing when a critical year
comes along. And I am quite certain that in a
critical year such as this, if you started out
with the water, unless you had a tremendous
