Mr. <br />Sparks. .. <br /> <br />"Gentlemen, my previous memorandum of <br />AUgust 22, 1963. on this subject is in your <br />folders. Since writing that memorandum there <br />has been no occurrence which, in any way, <br />would change what we had to say in that staff <br />memorandum. Also iri your folders are a number <br />of resolutions and letters pertaining to this <br />agenda item. We just this date have received <br />a few more that we did not have an opportunity <br />to reproduce. They are expressions of inter- <br />est both for and against this permanent pool. <br /> <br />We also received yesterday and today, <br />petitions purported to be signed by residents <br />of the Arkansas Valley, from Granada, Holly, <br />and on upstream. These petitions purport to <br />contain the signatures of 2499 residents of <br />the Arkansas Valley in favor of this permanent <br />pool. We have no idea as to the validity of <br />these signatures. We assume, at this time, <br />that they are perfectly valid and legal ex- <br />pressions of interest.
