The Board shall require all applicants for financing <br /> <br /> <br />from its Colorado Water Conservation Board Construction Fund to <br /> <br />include in any feasibility study or other request for financing a <br /> <br />thorough exploration of all other 'means of financing. <br /> <br />" <br /> <br />E. It is recognized that Section 37-95-103 (12.5) (bl. <br /> <br />C.R.S., delimits the expenditure of Authority funds for small water <br /> <br />resources projects. <br /> <br />5. The Board shall, as early as possible, prior to ~aking <br /> <br />any recommendation to the General Assembly for approval, of a <br /> <br /> <br />construction fund lo~ to a governmental entity, request a review <br /> <br /> <br />bY the Authority of its anticipated ability to provide, in whole or <br /> <br /> <br />in part, project financing under, those' loan programs of the <br /> <br />Authority in which loan proceeds originate from the issuance and <br />sale of bonds. Such request shall include sufficient ,information <br />about the governmental entity and its proposed project to permit <br /> <br />the Authority to make an.infor.m~4 analysis of the request. The <br /> <br /> <br />Authority will respond thereto in writing promptly with its <br /> <br /> <br />findings. When the, Board seeks authorization for such a loan from <br /> <br />the General Assembly, it will forward to the General Assembly the <br /> <br />-3- <br />
