Soecial Session <br /> <br />Several bills, dealing with the issuance of revenue bonds for water projects, were introduced, <br />The Authority Board was concerned that these proposals would interfere with the DWRF, <br />WPCRF and Small Water Resources and Water Revenue programs. None of these proposals <br />made it through the session, <br /> <br />Animas - LaPlata Project \ <br /> <br />On July 17, the Project Operations Committee met to review the draft bylaws. Under the draft <br />bylaws there are 8 voting members, including the State of Colorado, making decisions on Project <br />operations, It may be useful during future operating discussions to have the State participate as a <br />full member and to appoint a local representative as an alternate, <br /> <br />Also on July 17, the Project Construction Committee met to tour the construction site of the inlet <br />pipeline sleeve. The 600-foot sleeve is an 84-inch corrugated metal pipe and requires the <br />excavation of a 6O-foot deep trench. The inlet pipe is 'expected to be 72 inches in diameter. This <br />$1.48 million phase was initiated in late June with completion scheduled for the end of <br />September. Weeminuche Construction Company (Ute Mountain Ute) is the contractor, <br /> <br />The Authority and the Animas-LaPata WCD (ALPWCD) are nearly finished with an agreement <br />to market the 2600 acre-feet of average annual depletion from the Project. In addition, the <br />Authority and the ALPWCD are working on the Future Projects Escrow ($15 million) for the <br />LaPlata River drainage area.
