He <br />liaS instrumental in amioably clearin'g away every major' Ilontroversy <br />regarding water floldng from Colorado into neighboring states. Hs <br />was a martyr to the cause of water develo!Jllent and use, and left a <br />vacanoy that may be long in the filling. <br /> <br />. <br />
