RULES lAND RECULATIONS CONCERNING THE COLORADO INSTREAM FLOW
AND NATURAL LAKE LEVEL PROGRAM

1. TITLE. Rules Concerning the Colorado Instream Flow and Natural Lake Level
Program, hereafter referred to as the Instream Flow ("ISF") Program-, as established
in 937-92-102 (3), C.R.S., (1990), shall be hereinafter referred to as the "ISF Rules."

2. PURPOSE OF RULES. The purpose of these ISF Rules is to set forth the procedures t(
be followed by the Board and Staff when implementing and administering the ISF

STATUTORY AUTHORITY. The General Assembly oreated the ISF Program in
recognition of the need to correlate the activities of mankind with some reasonable
preservation of the natural environment. The statutory authority for these ISF Rules is
found at 937-60-108, C.R.S. (1990) and 937-92-102 (3), C.R.S. (1990),
