Reversal of Residual Project Funds

Introduction

When a project from the Construction Fund is completed, de-authorized, or
amended, residual or unused funds sometime remain in the project account. These
encumbered project funds must be unencumbered or reversed back into the unreserved
cash balance of the Construction Fund by the Department of Natural Resources (DNR)
Controller's Office or they cannot be used for other purposes.

Background

The administrative and communication processes necessary to reverse completed
project residual funds back to the unreserved cash balance in the Construction Fund have
not been clear between the CWCB and the DNR Controller for the past several years. A
rather lengthy list of projects with residual encumbered project amounts totaling over
$10,000,000 has resulted.

The attached list of project loans, feasibility studies, grants and non-reimbursable
projects have been completed with residual or unused funds remaining from the original
appropriated amounts. These funds have remained encumbered by the DNR Controller
and consequently have not been made available for new water project loans or grants.
