These <br />encumbered project funds must be unencumbered or reversed back into the unreserved <br />cash balance of the Construction Fund by the Department of Natural Resources (DNR) <br />Controller's Office or they cannot be used for other purposes. <br /> <br />Background <br /> <br />The administrative and communication processes necessary to reverse completed <br />project residual funds back to the unreserved cash balance in the Construction Fund have <br />not been clear between the CWCB and the DNR Controller for the past several years. A <br />rather lengthy list of projects with residual encumbered project amounts totaling over <br />$10,000,000 has resulted. <br /> <br />The attached list of project loans, feasibility studies, grants and non-reimbursable <br />projects have been completed with residual or unused funds remaining from the original <br />appropriated amounts. These funds have remained encumbered by the DNR Controller <br />and consequently have not been made available for new water project loans or grants. <br />
