representative at the first two meetings in June and August, was informed of the
remainder of the scheduled meetings but chose to not attend subsequent meetings until
the last meeting in January. The reallocation consensus was reached in November after
significant compromises by participants. At the January meeting, Mt Carbon received a
proposal from the subcommittee giving them a storage allocation but Mt. Carbon has
rejected that offer.

It is a privilege for me to convey to you the subcommittee's recommendation on
Chatfield storage space reallocation. I want to thank Larry Lang for his assistance in co-
chairing this committee. On behalf of the subcommittee members, we look forward to
continuing to work with the Board and U.S. Ariny Corps of Engineers to bring this
significant water development opportunity to a successful conclusion.

Respectfully submitted,

WilliamR.
