<br />. <br /> <br />. <br /> <br />. <br /> <br />Cateqories of Issues <br /> <br />HJR 1001 specifically lists nine issues and a July 22 memo <br />from Legislative Council staff identifies 30-35 issues which <br />were raised at the July 14 pUblic forum on. state water pOlicy <br />hosted by Representative Chris Paulson. These 40 or so issues <br />have been grouped together in several categories, although <br />these categories are not mutually exclusive in all instances <br />(i.e., some issues could be listed under more than one <br />category). It should also be recognized that some issues are <br />very narrowly and precisely framed, while others are very <br />generally (and in some instances, ambiguGusly) stated. <br /> <br />FOllowing the listing of issues under each category are the <br />Board's observations about whether a study of those issues <br />should be undertaken. The purpose of this analysis is to <br />assist in selecting which topic{s) to study pursuant to HJR <br />1001 given the limited time and staff available to perform the <br />study. <br /> <br />Issues preceded by an asterisk (*) are those specifically <br />enumerated in HJR 1001. <br /> <br />Drouqht Manaqement <br /> <br />Dry year water leases/contracts <br /> <br />Statewide drought severity study <br /> <br />Employment of modern technology <br /> <br />Equitable distribution of costs and benefits for drought <br />insurance for agriculture and cities <br /> <br />Drought preparedness plans (emergency plans) <br /> <br />The state's Division of Disaster Emergency Services lDODES) <br />has promulgated a drought preparedness emergency plan which <br />directs how state agency resources will be mobilized and <br />utilized in the event of a drought. That plan was prepared <br />after the 1977 drought, is one of the best and most complete <br />drought preparedness plans in the United States, and has served <br />as the basis for the model state drought preparedness plan <br />which has been prepared by the Western States Water Council. <br />The Board is not aware of any need to further study Colorado's <br />drought preparedness efforts. <br /> <br />With respect to the other issues under this category, the <br />Board does not believe they present pressing matters of <br />concern. There are innumerable ways, both formally and <br />informally, in which water users can and do cooperate in <br /> <br />7976E <br />
