The <br />conclusion is that if the two ditches were properly administered on this date, streamflows <br />within the critical reach would have remained well above CWCB levels. <br /> <br />We contacted Mr. Bill Blakeslee, the local water commissioner for this area, to verify our <br />findings. Bill substantiated that the ditches were diverting in excess of their respective <br />decrees and that the ditches were not administered (curtailed) until August 14111, two <br />days following RESOURCE's measurement. Bill stated that he was new to the area at <br />the time and was still becoming familiar with the various ditches and their decrees. <br /> <br />In light of the new information presented in this letter, it appears that there exists an <br />adequate exchange capacity in the Roaring Fork River to support the various District <br />applications. This argument is compelling as it appears that CWCB streamflows would <br />have been maintained under the full extent of requested exchange even dUring an <br />extremely rare drought event such as occurred in 2002. As we shared with you and staff <br />at our March alii meeting, our studies suggest that the Roaring Fork River above its <br />confluence with the Fryingpan was so low during August, 2002 that statistically, it <br />represented a 1 in 100 to 1 in 300 dry year event. <br /> <br />We have ..r...ched t".vo items for your review and consideration. These items include; 1) <br />an aerial photographic map displaying the location of the subject irrigation ditches and <br />location of the RESOURCE stream measurement, and 2) daily diversion records of the <br />Grace and Shehi and Home Supply Ditches for summer, 2002. <br /> <br />We would be Interested in your review and thoughts on this matter. If you believe <br />another meeting would be helpful, David and I would be willing to travel to Deriver to <br />meet with you and staff.
