Walcher <br />Executive Director <br />Rod Kuharich <br />CWCB Director <br />Dan McAuliffe <br />Deputy Director <br /> <br />FROM: <br /> <br />DATE: September 11,2001 <br /> <br />SUBJECT: Agenda Item 16a., September 24-25,2001 Board Meeting <br />Consolidated Home Supply Ditch and Reservoir Company <br /> <br />Introduction <br />The Consolidated Home Supply Ditch and Reservoir Company (CHSDRC) is applying for a <br />$943,000 Emergency Loan from the Construction Fund to rehabilitate the dam on the Mariano <br />(Boedecker) Reservoir. The estimated total cost of the project is $1,048,000. Please see the <br />attached project summary and map. <br /> <br />Backaround <br />The CHSDRC, located in Larimer County, operates the Mariano Reservoir for the benefit of the <br />shareholders by providing direct flow and storage irrigation water to a 16,500-acre service area. <br />The Reservoir is located about 2.5 miles southwest of Loveland, and is filled by the George Rist <br />Ditch with headgate on the Big Thompson River. The dam, constructed in 1889, is a Class I <br />structure, 25 feet high, impounding a reservoir of 5571 ac-ft. Annual maintenance and repair has <br />been needed to keep the dam in operation and in compliance with State Engineer safety <br />standards. The downstream slope is rather steep (1.75:1), and the dam has a history of seepage <br />along the toe, particularly near the spillway. The outlet is a horseshoe tunnel with wooden floor, <br />requiring regular repair work over the years. <br /> <br />On June 27, 2001 a longitudinal crack was found on the downstream slope, just below the crest of <br />the dam. The crack was about 30 feet long and had a scarp of about 6 inches. A slight bulge was <br />found at the toe of the dam, below the scarp. The Company contacted their engineer, and the <br />State Engineer's Office, and procee.ded to lower the reservoir level. <br /> <br />The CHSDRC needs to rehabilitate the Mariano Dam so that it can be safely placed back in <br />service as soon as possible. The Company needs to store water this winter, to provide water for <br />irrigation in summer 2002. The CHSDRC is eligible to apply for a loan from the Emergency <br />Infrastructure Repair Account because "". the project is necessary to avoid unreasonable risk of <br />injury or damage to human. health or well-being or to property or crops, and because the <br />emergency condition is not the result of negligence in the operation or maintenance of the <br />infrastructure."
