OBJECTIVE:

The proposed study will have three primary objectives: (1) Apply a stream-aquifer model to Monument and
Fountain Creeks upstream from their confluence and use the model to estimate transit losses in the study
reaches for a variety of imported and native discharges; (2) develop a streamflow and transit-loss accounting
program that incorporates the results of the stream-aquifer model application and enables accounting of the
transit losses on a daily basis; and (3) code the transit-loss accounting program to enable estimation of
transit loss for each city and municipal entity that discharges or plans to discharge return flows of imported
water into Monument or Fountain Creeks upstream from their confluence.

PRODUCT/REPORT:

The proposed study will result in two reports: (1) A Water-Resources Investigations Report describing the
methods and results of applying the stream-aquifer model and (2) a Open-File Report that describes the
transit-loss accounting program and presents a user manual. In addition, the study will result in a computer
program that will account for return flows of imported water transported down Monument and Fountain
Creeks upstream from station 07105500 and estimate transit losses for the imported water as it flows
downstream; the transit-loss accounting program will be enabled for all municipal entities participating in the
study.

PERSONNEL REQUIREMENTS AND AVAilABILITY:

All personnel required to complete the study are available in the Colorado District

FUNDING:

No details of the proposed study have been determined and the proposed study could involve a few or many
cooperating agencies; therefore cost estimates are difficult to make at this time. A preliminary estimate of the
costs are:

1. Apply the stream-aquifer model to Monument and Fountain Creeks upstream from station 07105500:
Cooperator share = $84k to $110k.

2. Develop the basic transit-loss accounting program: Cooperator share = $39k to $59k.

3. Enable the accounting program to estimate transit losses for each city or municipal entity discharging or
planning to discharge imported water to Monument or Fountain Creeks: Cooperator share = $12k to $15k for
each city or entity.

REFERENCES:

Kuhn, Gerhard, 1988, Methods to determine transit losses for return flows of transmountain water in
Fountain Creek between Colorado Sprinqs and the Arkansas River, Colorado: U.S. Geological Survey
Water-Resources Investigations Report 87-4119,183 p.

Kuhn, Gerhard, Samuels, E.L, Bemis, W.D., and Steger, RD., 1998, Description of the proqram chanqes
11989-97) and a user manual for a transit loss accountinq proqram applied to Fountain Creek between
Colorado Sprinqs and the Arkansas River, Colorado: U.S. Geological Survey Open-File Report 97- 637,39
p.
