,

provides more than $ 8 million for this initiative.

I look forward to working with the basin states, tribes, cities, irrigators, conservation groups, and
other stakeholders to address these emerging challenges across the West.

.

Conclusion: Respecting Our Past & Securiug Our Future

In closing, let me say again it is a pleasure to be here with you. The Department's role managing
the Colorado River B particularly in the Lower Basin B is truly unique.

In the past three years we have shown that it is important to address conflicts directly. Our
management of the Colorado is critical to the wen being of the multi-state and international
region it serves. It's a role that demands fairness in resolving conflicts, and creativity in finding
ways to meet the basin's changing needs.

It also requires adherence to, and respect for, the ALaw ofthe River,@the legal framework that
governs the use and management of the Colorado River.

The Department ofthe Interior win continue to respect the rights and obligations imposed by this
body oflaw.

The future of the Colorado River will be shaped by the emerging factors ofdrought and
population growth B as wen as by our commitments to tribes and our environmental
responsibilities.

.

We need to continue our history of partnership in addressing Colorado River issues. The
leadership, cooperation and compromise embodied in this partnership, will be key if we are to
achieve consensus solutions without crisis.

I remain committed to this task, and I look forward to continuing the cooperative efforts Band
important successes - the Department, the states and the Colorado River stakeholders have
enjoyed in the past.

Thank you.

."
,

7
