Report from Executive Session <br />Track 3, Start/Stop: 0000-03: 10 <br />Action: A motion was made by Ray Wright stating; It is not in the interest of the State <br />of Colorado to allow an individual water user in Colorado to file suit against <br />another state to enforce a compact between those states, so the state of <br />Colorado should join as an amicus in the 3-Forks Ranch v Wyoming case on <br />the issue of the standing of the plaintiff. The State of Colorado should be <br />asked to thoroughly investigate the issues to see if Cheyenne is in anyway in <br />violation of the Upper Colorado River compact with respect to its diversions <br />from the Little Snake, and if so, the State should defend its rights under that <br />compact.
