.

of 230 acre-feet. The proposed improvements include, constructing a compacted earthfillliner on the upstream slope of
. the reservoir and floor, construct new toe drains, raise the embanlanent dam crest by 2.5-ft., place rip rap and liner
protection material above the earthfilI liner, spillway repairs, and fill the old borrow pit within the reservoir. Harrison
Western Construction has commenced construction in rehabilitating the dam face and will continue working as weather
pennits. Project is anticipated to be completed in the summer of2002.

4. The LSPWCD also operates the Lower South
Platte Recharge Water Activity Enterprise, which currently serves 42 customers with 62 wells. The Enterprise has
reviewed the replacement water sources needed to augment inigation wells in Water District 64. Past drought conditions
emphasize the need for additional replacement sources. During the winter and spring of 2001 new recharge ponds have
been developed in the Lower South Platte River under the canals of the Julesburg Irrigation District. The accretions from
these ponds will provide a replacement source to the river to offset irrigation well depletions. In addition to these new
recharge facilities, the LSPWCD is working to develop existing and new wells as an augmentation replacement source.
These wells are at a great distance from the South Platte River and will be pumped into the State Line Ditch of Julesburg
Irrigation District to flow back to the river for immediate replacement for out-of-priority inigation wells depletions.

5. The dam has
an inadequate spillway and severe seepage through the embankment and has had a storage restriction placed on it by the
State Engineer. Smith Geotechnical Engineering Consultants of Fort Collins Colorado prepared the fmal design plans and
specifications. The proposed improvements include a new spillway, a sand filter blanket along the downstream face of the
dam, a perimeter toe drain with flow measuring devices, rip rap placement along the upstream face of the dam, and
reconstructing the dam crest. The project was awarded to Zak Dirt, out of Longmont, Colorado, who commenced
construction in December of 2000 and is approximately 95% complete. The project is anticipated to be completed by
October of 200 1.

6. The improvements involve the construction of a new 12-ft. drop chute spillway that drops flood
flows into Lodgepole Creek, and the construction of a water control structure on Peterson Ditch. The water control
structure incorporates a 3-ft. slide gate to direct water into a cutthroat flume to measure augmentation flows. Concrete
Specialties, from Sterling, Colorado was awarded the project and has mobilized on-site and is approximately 95%
complete. The project is anticipated to be complete by October of 2001.

7.
