<br /> <br />The county has located sets of aerial photos ofthe Dolores shoqn 1950, 1989 and 1996. The county has also <br />prepared a map of active and dormant pits overlaid on DOQQs along with other potential mining areas . <br />identified from a study of published information in the 1970s. They have also have found a booklet of <br />US ACE flood plain maps published in 1978 and flood insurance rate maps dated 1988. <br /> <br />We will keep you up to date on anything we learn. <br /> <br />Animas-La Plata Project Escrow Agreement With The SanJuan Water Commission Ready For <br />Pnblic Comment: Reclamation is soliciting public comments concerning the proposed Escrow Agreemel).t <br />with the San Juan Water Commission of New Mexico. The SaIi Juan Water Commission gave preliminary <br />approval to the Draft Escrow Agreement on August 31, 2001. The proposed Escrow Agreement allows the <br />San Juan Water Commission to make an up-front payment of their estimated capital obligations for water <br />from the Animas-La Plata Project, pursuant to Public Law 106-554. <br /> <br />The proposed Escrow Agreement is available for public review and comment until October 5, 2001. Copies <br />of the proposed Escrow Agreement and other pertinent documents can be obtained from the Animas-La Plata <br />Project web site at http://www.uc.usbr.gov/\lrogactJanimas/index.html. <br /> <br />Reclamation and the San Juan Water Commission are continuing with negotiations of an amendatory <br />repayment contract and anticipate approval this fall. The 1990 Repayment Contract is being amended <br />because of changes to the Animas-La Plata Project as a result of the Colorado Ute Settlement Act <br />Amendments of2000, Public Law 106-554. Information concerning the next repayment contract negotiation <br />meeting will be announced on the above web site and on Reclamation's toll-free phone number at (866) 720- <br />0918. <br /> <br />. <br /> <br /> <br />Yampa River Basin Issues <br /> <br />Yampa Plan & Elkhead Enlargement Update: The Yampa Basin Partnership met on September 13th to . <br />discuss current status ofthe "Yampa Plan" including the expansion of Elkhead Reservoir. The Yampa Plan is <br />designed to protect a 50,000 acre foot increment of future water development that can occur over the next <br />45-years while endangered fish are being recovered. The Plan is currently being put in a "final draft form" by <br />the DSFWS. One component of the Plan would expand Elkhead Reservoir to provide 3,7 OO-acre feet of <br />water for endangered fish. The CRWCD is leading the reservoir expansion work. <br /> <br />The Plan would be implemented via an MOU signed by the DSFWS, the DNR and others. The MOD is in <br />the process of being drafted for review by these entities. . <br /> <br />At the Partnership meeting it was decided that the preparation of an Environmental Assessment (EA), <br />triggered by the signing of the MOD, could be done to coincide with the preparation of an EA on the <br />reservoir expansion. Scoping on the Plan could begin as early as November and the ENs could be completed <br />and a FONSI issued by June. <br /> <br />### <br /> <br />14 <br />- <br />
