With the passage of House Bill 98-1189, the City of Sterling received authorization and
funding in the amount of $550,000 for the Pawnee Creek Flood Control Project (project). To
complete the project funding package, the City is applying for an additional $700,000 funding to
assist with the construction of the Pawnee Creek Flood Control Project. Please see the attached
project summary map.

BACKGROUND
Presentations by CWCB and City staff regarding this project were made at the November 24,1997
CWCB meeting. The presentation at the November 1998 Board meeting will be a status and
update report to the Board members regarding the project. The scope of the project is essentially
the same as presented to the Board at the November 1997 meeting.

The City and Logan County (County), in cooperation with the Board, have performed an updated
feasibility study entitled "Flood Hazard Mitigation Feasibility Study" dated February 1998. The
new study includes an Environmental Assessment (EA) that is in progress for the project. The
completion of the EA and hydrology analysis is scheduled for December 31, 1998.

The total cost of the entire Pawnee Creek Flood Control Project is estimated to be $3,214,000. The
City in cooperation with the County has already expended over $100,000 in engineering fees for
the project. In addition to the 1998 construction fund authorization ($550,000), the project has
received a conditional FEMA - HMGP award in the amount of$815,000, Logan County $250,000
in-kind, UPRR $400,000 in-kind, and City of Sterling $499,000 caSh. Table 1 provides a
breakdown by project component for the approximate project cost of $3.2 million.
