2 severance tax trust fund perpetual base account to enable the construction
3 of the following water resources projects with the following priority:

7 (b) Little Thompson Water District
8 Dry Creek Reservoir Construction - $ 3,937,500
9 (c) Central Weld County Water District
10 Dry Creek Reservoir Construction - $ 3.937.500
11 Total $13,361,531
12 * This loan is to refinance water projects wholly or partially completed
13 (2) The Colorado water conservation board may make loans for
14 the construction of the projects specified in subsection (1) of this section
15 from such moneys as are or may hereafter become available to the
16 severance tax trust fund perpetual base a;Ccount. Said loans shall be in the
17 amounts listed in subsection (1) of this section plus or minus such
18 amounts, if any, as may be justified by reason of ordinary fluctuations in
19 construction costs as indicated by the engineering cost indices applicable
20 to the types of construction required i for each project or as may be
21 justified by reason of changes in the plans for a project due to differing
22 or unforeseen site conditions, errors :ot omissions in the plans and
. 23 specifications, changes instituted by regulatory agencies, or changes in
24 material quantities beyond contract limits.
25 (3) Pursuantto section 37-60-120 (1), Colorado Revised Statutes,
26 the board shall require such terms and cQnditions in such contracts as will
27 ensure repayment of funds made available by it. The board shall not
