<br />. <br /> <br />.. <br /> <br />e <br /> <br />Construction Fund Bill <br />HB 95-1155 <br />January 17, 1994 <br /> <br />SECTION 2 of the bill is for the de-authorization or reduction in authorization of two previously <br />authorized projects. These de-authorizations will free up a total of $1,632,000 in the Construction Fund <br />for new projects. <br /> <br />o The City of Broomfield in Boulder County has indicated they may need only $3.0 million of the <br />$4.7 million originally authorized in 1985 for the rehabilitation of Great Western Dam located in <br />Jefferson County. <br /> <br />o The Mesa Linda Property Owners Association obtained financing for their irrigation system in <br />La Plata County from other sources and do not need the $32,000 authorized in 1993. <br /> <br />SECTIONS 3 THROUGH 6 inclUde appropnatlOns from the Construction Fund for four non- <br />reimbursable projects totalling $2,570,800 as follows: <br /> <br />e <br /> <br />e <br /> <br />o <br /> <br />Colorado River Compact Decision Support System: This year's appropriation is to continue <br />our efforts for the CRDSS initiated in 1993. This is the third year of funding for the project. The <br />Board is requesting up to $1,980,800 to continue design of the system for the Colorado River <br />basin, for development of the databases, and to acquire, operate, and maintain the associated <br />hardware and software. A contractor has been hired to design the system. In addition, the Board <br />is seeking up to $342,000 for the equivalent of2.5 FTEs in the Division of Water Resources and <br />the CWCB to continue management and implementation of the system. <br /> <br />o Satellite Monitoring System Maintenance: The Board is again seeking up to $113,000 to <br />continue our long-term commitment to the State Engineer's Office to help rehabilitate and up-grade <br />the existing satellite monitoring system. This request is for the third year of the ten year <br />replacement progranr. The replacement program is complete for Divisions 4, 5, and 7. <br /> <br />o Purgatoire River Transit Loss Investigation: The Board is seeking up to $60,000 from the fund <br />to participate in a two phase investigation of the transit times and losses on 160 miles of the <br />Purgatoire River from Trinidad Lake to the Arkansas River. The investigation is being conducted <br />by the USGS in cooperation with the Purgatoire River Water Conservancy District. The PRWCD <br />is the repayment entity for the Trinidad Project and distributes releases of project water from <br />Trinidad Lake to district irrigators. <br /> <br />o <br /> <br />Rio Grande Project Operation Assessment: The State Engineer is seeking $75,000 to make an <br />assessment of the operation of the Rio Grande. The money would be used for expenses of state <br />personnel and to retain one or more consultants to assist with design and completion of the <br />necessary investigation. Reports will be prepared on the history and current operation of the major <br />water users on the Rio Grande below Elephant Butte Reservoir, the operations of the various <br />reservoirs on the Rio Grande, and an analysis of how the current and proposed future practices will <br />impact Colorado's apportioned share of the Rio Grande. <br /> <br />5 <br />
