<br />~ <br /> <br />e <br /> <br />- <br /> <br />- <br /> <br />Western States Water Council: At the Western States Water Council, perhaps the most <br />significant issue discussed was the reauthorization of the Endangered Species Act (ESA). The <br />Council is working with the Western Governors Association to develop a detailed position paper. <br />We have also attended meetings with representatives of the National Governors Association to <br />discuss the same issue here in Denver. Presently the discussions are very broad in nature and <br />specific recommendations have not been developed. We are also coordinating closely with Jim <br />Lochhead's office, the CD OW, and others to develop an ESA reauthorization position for <br />Governor Romer. Once draft documents are available, we will share them with the Board. <br /> <br />Construction Fund Bill: The annual CWCB Construction Fund Bill has been introduced in the <br />Colorado House of Representatives by Representative Reeser (HB-95-1155). The Senate sponsor <br />is Senator Bishop. We will prepare amendments for consideration in the House Ag Committee <br />to incorporate decisions on projects at our January meeting, and correct any errors that were made <br />in drafting of the bill. <br /> <br />Water Information Center: With the guidance of a Task Force of water lawyers and engineers, <br />the State Historical Preservation Office, and several others, which was organized last year by Ken <br />Salazar, we have rented space in the Allison Building (immediately south of the Centennial <br />Building on 13th Street) and a part time librarian/archivist will be hired. Peter Evans and Susan <br />Maul are heading up the project and their efforts are appreciated. <br /> <br />Construction Section Chief: It is with great pleasure that I c.an announce the appointment of Bill <br />Stanton as Construction Section Chief. Bill has worked hard to review and improve the program, <br />and as we are all aware, the program and fund are in good hands. <br /> <br />Executive Session Attendees: In order to protect the confidentiality of the Board's Executive <br />Session discussions, we have instituted a policy that limits staff participation to those' who are <br />needed as contributors to the discussion, or who need to be aware of the Board's specific <br />concerns. This is not to be interpreted by the staff that they are not welcome at Board functions. <br />However, when the Board is discussing legal matters, in order to protect the privilege of <br />AttorneylClient relationship, only the Board members and those staff members and attorneys who <br />are directly involved should attend the session. <br /> <br />.
