Armlication Summarv

This is an application for a plan for augmentation and for changes in the type and place of use of the
water rights associated with the Randall Ditch and Sessions Ditch from irrigation to a number of
other uses, including municipal, augmentation, domestic, industrial, commercial, irrigation,
stockwatering, recreation, fish and wildlife preservation and propagation, fire protection, aquifer
recharge purposes, substitution and exchange and replacement, by both direct diversion and storage
for later use, connection with the Centennial Water and Sanitation District water supply operations.
Applicants' plan for augmentation includes diversion of said water rights to storage in certain
reservoirs to replicate historic return flows in Michigan Creek and the South Platte River.

Potential for Iniurv:

Applicant's proposed change of water rights and plan for augmentation including substitution and
exchange may result in an expansion of use and may not replace depletions in time, place, and
amount, both of which have the potential to cause injury to the instream flow water rights on
Michigan and Tarryall Creeks.

Wakem, Holly Springs Waterway, LLC, The United Water and Sanitation District, and Farmers
Reservoir and Irrigation Company.

Recent Developments:

On August 25, 2005, the Division I Water Court referee rereferred this application to the Water
Judge in response to a Motion to Rerefer filed by the applicants.
