M. ana cbJ'li:HiuEi this <br />important Board meeting thereafter until <br />each of you have had an opportunity to <br />adequately express your thoughts. <br /> <br />As a background for this meeting I'd <br />like to point out that under the statutes <br />which created the Colorado Water Conserva- <br />tion Board. among the duties of the Board is <br />the duty 'to formulate and prepare drafts of <br />legislation. state and federal. designed to <br />assist in securing greater beneficial use <br />and utilization of the waters of the state <br />and protection from flood damages'. <br /> <br />I <br /> <br />As I see this meeting. it is an attempt <br />to obtain a policy position by the Board on <br />the water bills that are now being considered. <br />I take it that the bills we are talking about <br />are the six bills that have been promulgated <br />by Mr. Geissinger and his staff and the one <br />bill which the staff of the Board has pre- <br />pared. The latest draft of it came hot off <br />the press late last night under date of <br />February 4. 1969. <br /> <br />To begin the meeting then. I will ask <br />Mr. Sparks. as director of the Board. to <br />state some preliminary matters and then dis- <br />cuss his draft. Then I think in fairness <br />for a full presentation. we ought to then <br />have Mr. Geissinger discuss his six pro- <br />posals. Then we will see from the people <br />who have signed up to speak how we should <br />direct the rest of the meeting. So with that <br />in mind I'll ask Mr. Sparks to begin this <br />discussion." <br /> <br />"Pardon me. Mr. Stapleton.
