I have no doubt <br />which way they are going to use it. <br /> <br />I think one of the virtues of the Board <br />draft is that it may. with appropriate re- <br />visions after conference with the committee. <br />give to the legislature an opportunity to <br />have in one package the solution to the pri- <br />mary problem. an attempted solution to the <br />primary problem. without eliminating the right <br />of the legislature to adopt such other <br />features of the committee drafts as they may <br />feel desirable. In my relatively few con- <br />tacts with the members of the legislature. <br />and today is the first day I have been in the <br />Capitol building since the legislature <br />started. one of their problems is one that I <br />think was mentioned by Mr. Sparks. The fact <br />that there are seven different bills is a <br />source of some confusion to them. One of <br />them said to me 'Whenever I ask a question <br />about one bill. they say that is covered in <br />another bill'. I suppose this is one of the <br />things that happens when the problem is <br />approached this way. <br /> <br />I <br /> <br />As I see the Board draft. if this bill <br />with its present philosophy. regardless of <br />the details and I'm not trying to say that <br />it should be preserved in its present form. <br />I think there can be valuable changes to it. <br />Adopting it alone would go a long way toward <br />helping us solve our problems. The adoption <br />of anyone of the other bills doesn't give <br />me that same feeling. Maybe I'm wrong. but <br />I don't have that feeling. <br /> <br />I want to clOse by saying again that I <br />think there is a significant difference in <br />this draft and in Senate Bill 81. I think <br />this gives greater opportunity. greater <br />
