"I don't think that if I had put it to a
vote of the Advisory Committee. which I
advise you, sir. that I did not,we would have
had a unanimous opinion. I was only attempt-
ing to find a concensus of opinion. recog-
nizing that there were different views on the
appointment and establishment of the suggested
commissions. Those were reservations that
were expressed merely because. I think, of a
feeling of various areas of the state that
there might be other ways or other methods
of establishing an agency or a group to hear
proposals for water rights determinations.
In a senSe. the agency or group could be
established as a referee of the court. The
only question in the minds of the Advisory
Committee members was whether or not they
should be appointed by and operated under the
control of the Water Conservation Board."

Mr. :Barkley. that the Advisory Committee did
recognize the need and the value of having
some referee?"

"Yes. certainly.. I think there is a
definite agreement by almost everyone. whether
contained within the suggestions made by Mr.
Geissinger and his committee or whether in
this bill. that an administrative process of
some kind through some agency. acting as
referee. is the thing that we:need in order
to get this whole backlog of accumulation
that has occurred in the last 30 to 35 years
taken care of as quickly and as judicibusly
as possible. However. time should.be allowed
for the people involved to help solve their
own problems in their own areas."
