Those were reservations that <br />were expressed merely because. I think, of a <br />feeling of various areas of the state that <br />there might be other ways or other methods <br />of establishing an agency or a group to hear <br />proposals for water rights determinations. <br />In a senSe. the agency or group could be <br />established as a referee of the court.
