<br />MR. STAPLETON: <br /> <br />on this particular problem for many years. <br />The state engineer has specialists in the <br />field of water. Between the state engineer <br />and the staff of the state water board. we <br />have the backup support needed by any water <br />administrative agency. <br /> <br />I <br /> <br />The further fact is that the state water <br />board is a representative agency which is <br />under the direction of.the Governor. Nine <br />of the people here today are appointed by <br />the Governor for three year terms from <br />specific geographic areas of the state. The <br />four remaining members represent state agen- <br />cies which are directly concerned with water <br />problems. The four remaining members of the <br />thirteen members are voting members of the <br />Board. On this Board we have the Attorney <br />General. represented by Mr. Geissinger, who <br />has the responsibility for all legal mat- <br />ters; the state engineer who has the specific <br />and sole responsibility for administering the <br />waters of this state; myself as the director <br />of this SOard; and Mr. Ten Eyck who is the <br />Governor's personal representative as the <br />Director of Natural Resources. <br /> <br />Under the general framework of this <br />Board. we thought then that we could create <br />a flexible organization which would be <br />responsive to the needs of any area of the <br />state. We have provided that this Board <br />shall appoint commission members subject to <br />the civil service regulations. Once that <br />is done. then the Board has complete flexi- <br />bility. If somebody doesn't work out we can <br />move him somewhere else or move him to an- <br />other staff position. <br /> <br />That's a long-winded explanation.
