If you do not. there <br />are copies of that particular draft here on <br />the table in front of us. <br /> <br />I'd like you to go over it in as much <br />detail as you believe necessary. Larry. and <br />point out to us the salient features of it. <br />Then I'll ask for comments from any members <br />of the Advisory Committee who care to speak. <br /> <br />I <br /> <br />For your information. for consideration <br />of some of the state problems. we've had an <br />informal advisory committee that works with <br />the staff of this Board. This is a voluntary <br />informal group of people. Anybody who wants <br />to attend these meetings. I'm sure would be <br />welcome. The committee has been used in an <br />advisory capacity in relation to the legisla- <br />tion that has been drafted to date. <br /> <br />With that background. Larry. if you'll <br />go through the bill. I'd like to have you <br />point out how this duplicates or changes any <br />of the six bills that Mr. Geissinger and his <br />committee have been drafting so that we will <br />have a good perspective when we call upon Mr. <br />Geissinger for his comments." <br /> <br />MR. SPARKS, <br /> <br />"Mr. Chairman. first. this bill for which <br />I have been the scribe (and many other people <br />have worked on diligently for several weeks <br />now) was not intended as a substitute for all <br />of the bills which have been introduced to <br />date. It does not involve all the subject <br />matter of those bills. The bill that we have <br />drafted goes to one thing and one thing only <br />and that is the appropriation. use and prior- <br />ity of water. It does not attempt to amend <br />other articles of the statutes. many of which <br />are included in some of the bills presently <br />introduced. It does not duplicate in that <br />sense many of the bills nor does it attempt to <br />COver the subject matter which is covered in <br />some of the other bills. <br /> <br />I <br />
