"It's difficult to understand any justi-
fication on the basis of coordination, because
just last year the National Water Resources
Planning Act was passed which was for the
specific purpose of coordinating the various
federal agencies. A National Water Resources
Council was established pursuant to the act
of last year. It is a council consisting of
the Secretary of Army, Secretary of the Inter-
ior, Secretary of Agriculture, Federal Power
Commission, and one or two others. It was
established for the specific purpose of setting
up a coordinating agency in the federal govern-
ment itself to coordinate with the states and
with the local water councils that would be
established under the river basin concept.
So it is difficult to see why we have to have
another agency in view of the act which was
passed last year."

"Larry, let me ask you this with reference
to 4671, your statement here that there might
be an attempt to amend that in the Senate, do
you foresee any Senate hearings on 4671 this
session?"

"Very definitely yes."

"They've already had the major ones."

"They've already had the major hearings
but it appears that there will be hearings on
H.R. 4671. It's possible that they may foll~l
the same course that the House intends to
follow .

There will not be a new bill, as such,
introduced in the House. I neglecte~ to
mention that. The Committee on Interior and
Insular Affairs of the House is now preparing
a 'committee print' of H.R. 4671. This elimi-
nates the necessity for the introduction of
a new bill. It is possible that the Senate
may follow the same course."
