A National Water Resources <br />Council was established pursuant to the act <br />of last year. It is a council consisting of <br />the Secretary of Army, Secretary of the Inter- <br />ior, Secretary of Agriculture, Federal Power <br />Commission, and one or two others. It was <br />established for the specific purpose of setting <br />up a coordinating agency in the federal govern- <br />ment itself to coordinate with the states and <br />with the local water councils that would be <br />established under the river basin concept. <br />So it is difficult to see why we have to have <br />another agency in view of the act which was <br />passed last year." <br /> <br />"Larry, let me ask you this with reference <br />to 4671, your statement here that there might <br />be an attempt to amend that in the Senate, do <br />you foresee any Senate hearings on 4671 this <br />session?" <br /> <br />"Very definitely yes." <br /> <br />"They've already had the major ones." <br /> <br />"They've already had the major hearings <br />but it appears that there will be hearings on <br />H.R. 4671. I neglecte~ to <br />mention that. The Committee on Interior and <br />Insular Affairs of the House is now preparing <br />a 'committee print' of H.R. 4671. This elimi- <br />nates the necessity for the introduction of <br />a new bill. It is possible that the Senate <br />may follow the same course." <br />
