important Commission."

"I might say, Herb, from the staff's
viewpoint, that we are delighted that you
volunteered because none of us felt that we
were capable of handling it. We will assign
a staff member, if you would like, to keep
track of what's going on and accompany you to
all of the meetings and do any research you'd
like to have done."

though that I don't remember volunteering,
as such."

"Copies of that bill and a portion of
the Congressional Record have been sent to
you. This is the bill which apparently has
the endorsement of the president and would
establish a seven-man blue ribbon panel to
review the water resource requirements of the
United states, and within five years from the
time of its appointment, make a report back
to the Congress and to the President as to
its recommendations pertaining to the course
of water resource development in the United
states, the role the federal government should
play, and so on.
