These projects have an aggregate capability to deplete more than <br />593,000 acre-feet per year. <br /> <br />The San Juan River Program has served as the "reasonable an prudent alternative" for <br />Phase I ofthe Animas-La Plata Project (57,100 acre feet per year of future depletion) in <br />Colorado and New Mexico and the Navajo Indian Irrigation project (133,000 acre feet per year <br />depletion) in New Mexico. It will also provide reasonable and prudent alternatives for future <br />development as "sufficient" progress is made in the recovery of the endangered fish. The San <br />Juan Program also provides ESA compliance for 700,000 acre-feet per year of existing <br />depletions in Colorado and New Mexico. <br /> <br />Most of the amendments to the Endangered Species Act that have been considered by <br />Congress contemplate changes in how a species is listed, what constitutes the taking and <br />harassment of a species, or the Act's consultation provisions. None of the proposed amendments <br />proposed since 1991 eliminate the need for these recovery programs.
