Dear Mr. Serlet,

On behalf of our Board, Valle()no Watet Company Board, and myself we would like to
provide YOIl with an update on the status ofVallecito Water Company. We would like to
express our sincere appreciation for the hdp the C. W.C.B. has been to the Pine River
Irrigation District (District).

The District Board concluded in July that its plan to construct a domestic water system
for the southeast La Plata County was not viable. We needed the leadership oflocal units
of government. This leadership is impOltallt in addressing concerns of funding, growth
possibilities and the proper management of the resources of La Plata County. The Board
of County Commissioners believe there is a very real need for domestic water and offered
to conduct an analysis to examine the options to deliver water to citizens of southeast La
Plata County. The County hopes to begin this analysis tater this year. The analysis is
planned to pro vide guidance to successfully complete the project.

Therefore, it is our strong desire that the funds committed to the District be reserved
while the analysis is completed and recommendations are made. We ask that you also
consider transferring the funding to a difterent entity if that is a recommendation of the
study. We appreciate your efforts in this matter and look forward to working with you in
the future. We will keep you notified of the progress.
