<br />e <br /> <br />e <br /> <br />e <br /> <br />INSTREAM FLOW QUANTIFICATION - LITTLE DRY CREEK <br />April 5, 1993 <br />PAGE 3 <br /> <br />e <br /> <br />INTRODUCTION <br /> <br />On February 3, 1992, the City of Greenwood Village (CGV) passed a resolution to <br />initiate an inquiry to the Colorado Water Conservation Board (CWCB) regarding an instream <br />flow appropriation on Little Dry Creek. This inquiry was passed on to the CWCB by a letter <br />from the Mayor, Rollin D. Barnard on February 10, 1992. As is required by statute, the CWCB <br />then requested (by letter dated 23 March 1992) that the Division of Wildlife (DOW) initiate an <br />instream flow quantification study on Little Dry Creek. The following report will convey to the <br />Board the fmdings of the DOW regarding: 1) the aquatic and riparian ecosystem of the Little <br />Dry Creek corridor which should serve as the foundation for the natural environment <br />determination, and 2) the instream flow amount needed to preserve the natural environment to <br />a reasonable degree. <br /> <br />Also at the February 3, 1992 city council meeting, CGV authorized the hiring of a <br />consultant to assist in the instream flow quantification. Dr. David Cooper of Boulder, a <br />wetlands ecologist, was retained by the city. His work and final report will be incorporated into <br />this report by reference (see below). <br /> <br />e <br /> <br />Subsequent to this action by CGV, numerous residents and staff of an adjacent <br />municipality, Cherry Hills Village (CRY), contacted the CWCB to make sure that the instream <br />flow investigations were not limited to CGV. As a result of these contacts, in August of 1992, <br />the CWCB clarified their request for recommendations to the DOW to include the entire Little <br />Dry Creek basin. <br /> <br />NATURAL ENVIRONMENT <br /> <br />On October 21, 1992 the DOW provided the CWCB with a letter report which outlined <br />the approach to be taken by the DOW to quantify the instream flow needs of Little Dry Creek. <br />This letter is attached as APPENDIX A. The following section is intended to expand upon the <br />letter report to fully address the natural environment studies that have been completed for Little <br />Dry Creek. <br /> <br />Fisheries <br /> <br />APPENDIX B is a report prepared by John Woodling, Wildlife Program Specialist for <br /> <br />e <br />
