July 23. 1993 <br /> <br />Call to Order <br />Tape 3 Start/Stop <br />Action: No action taken. <br /> <br />9:00 - 8:55 a.rn. <br />2979 - 3630 <br /> <br />Members present were Ken Salazar, David Harrison, David Smith, Tommy Thomson, <br />Tyler Martineau, Jim Lochhead, Janice Sheftel, Leo Eisel, David Meyring, Jennifer <br />Gimbel for Gale Norton, Eddie Kochman for Peny Olson, Will Burt for Hal <br />Simpson. <br /> <br />14. Colorado River Issues 11:26 am. -12:18 p.m. <br />Tape 3, Start/Stop 1978 - 3820 <br />Action: A motion was made by Jim Lochhead that Chuck Iile, Jim Lochhead <br />and Ken Salazar be authorized to express to the Department of the <br />Interior, Colorado's. support.as being between the Bureau of <br />Reclamation's and the Fish & Wildlife Service's preferred alternatives, <br />in that the State supports the Bureau's alternative and urges the <br />Department of Interior to support that alternative and if necessary, <br />request that the Governor to take a similar position if necessary. <br />Tommy Thomson seconded the motion, and clarified that the Board's <br />conviction was between the two, but had continuing concerns over the <br />economic impact. The amendment was accepted by Jim Lochhead, <br />and the motion passed lImmimpusly (9-0). <br /> <br />ISa&b. Interim Flow Concept & Enforcement Agreement. 12:19 - 12:35 p.rn. <br />Tape 3, Start/Stop 3861 - 4658 <br />Action: The Board recommended that staff send out copies of the Interim <br />Flow Concept Paper and Enforcement Agreement incorporating the <br />changes provided by Board members and receive comments at the <br />September, 1993 Board meeting. Following discussion of the <br />comments, the objective is for the Board to accept these documents. <br /> <br />Public Comments on Executive Session Topies 12:38 - 12:41 p.rn. <br />Tape 3, Start/Stop 4660 - 4805 <br />Action: Cottonwood Creek, Union Park, and TNe issues, and the Sierra Club <br />v. Fish and Wildlife Service. A motion was moved by Dave Smith. <br />The motion was seconded by Janice ShefteL Public comments were <br />asked for before going into Executive Session. The motion passed <br />lImmimously (8-0). <br /> <br />Executive Session Report 1:55 - 2:05 p.m. <br />Tape 4, Start/Stop 0 - 151 <br />Action: Lynn Obernyer reported on Cottonwood Creek case.
