Multi-Objective Projects - Pikes Peak Area Council of Governments

.
EXECUTIVE SUMMARY

At its July 24 - 25, 2000 meeting the Board acted on Agenda Item 18, Severance Tax Trust Operational
Account Expenditure Approval. Under the general category of Flood Protection, there were four subcategories.
Subcategory # 4 was Multi-Objective Projects, with a funding amount of $50,000. The memorandum for
Agenda Item 18, stated that there was a request for funding for a Fountain Creek study, but it did not make it
clear that the Fountain Creek study would be approved. In addition, the memorandum did not specify a grant
recipient.

The purpose of this memorandum is to clarify the Board's prior approval. The intent of the July 2000 action
was to approve funding that could be used for a Fountain Creek study. In addition, a specific grant recipient
was known at the time of the July Board meeting, but was not named. The grant should be approved for the
Pikes Peak Area Council of Governments (PP ACG) for the completion of the Fountain Creek GIS study.

The purpose of the Fountain Creek GIS study is to provide and organize information regarding changes in the
watershed and specifically changes in the stream channel and the adjacent stream corridor. Erosion, deposition,
and interactions with infrastructure (roads and utilities) will be examined. The primary components of the GIS
study will be:

.

· An inventory of available existing information concerning watershed and channel changes;
· Information on hydrologic characteristics, physical channel characteristics, erosion/sedimentation
characteristics, water quality characteristics, and habitat characteristics of Fountain Creek with specific
locations identified on the GIS;

Flood Protection. Water Project Planning and Financing. Stream and Lake Protection
Water Supply Protection. Conservation Planning
