Please see the attached Project Data Sheet.

Backaround

YCRC provides irrigation water to a 400-acre service area in Delta County near the Town of
Cedaredge. The irrigated acreage is used primarily to grow fruit and hay as well as some limited
livestock watering. The YCRC owns & operates two reservoirs for the benefit of its shareholders,
the Reservoir #1-2 (a combined reservoir with one main dam and two small dams), and Reservoir
#3, both located on Grand Mesa. Reservoir #1-2 has a decreed capacity of 782 acre feet, and
Reservoir #3 has a decreed capacity of 230 acre feet. On the average YCRC delivers 399 acre feet
per year to its members.

Reservoir #1-2 is approximately 106 years old. The main dam is a Class 2 rated dam, with a length
of 505 feet, a maximum height of 46 feet, a crest width of 15 feet, a spillway width of 25 feet, and a
24" outlet pipe. The reservoir has a history of seepage problems, experiencing a recurring
incidence of sinkholes in the area immediately upstream of the dam, along the left (southeast)
abutment. This is in an area of a known slide rock deposit. The slide rock currently appears to
reside between the left abutment crest elevation of 105 ft. and the basin elevation of approximately
84 ft. along the left flank of the facility. The existence of slide rock in the area has necessitated
temporary sinkhole repairs on several occasions, as well as a monitoring program to assess the
performance of the dam.

Flood Protection.
