Whether or not the transfer of funds from the valley-wide organization to the local <br />entities is included needs to be addressed by the five entities. <br /> <br />6.3 COMPARISON OF TWO FINAL ORGANIZATIONAL ALTERNATIVES <br /> <br />Both alternatives include the Grand Junction Drainage District, as it is integral to both <br />alternatives. Under Alternative C I, the District is an operating arm of a Drainage Authority and <br />as such completes the capital design and construction activities and the operation and <br />maintenance activities. The remaining activities could be completed by separate staff at a <br />Drainage Authority or by staff at the District.
