<br />SECTIDIFOUR <br /> <br />Problems and Needs <br /> <br />4.1 STEERING COMMITTEE PRIORITIES <br /> <br />During the course of the project, the Steering <br />Committee developed and refined a list of <br />operational and implementation priority needs to <br />address the issues at hand. The need for <br />continued and improved efficiency was a theme <br />throughout. The following operational priorities <br />apply to activities within each jurisdiction and <br />activities that involve coordination with the other <br />jurisdictions: <br /> <br />. Funding to meet planning, maintenance and <br /> <br /> <br />Capital Improvement Program needs, m a <br />timely manner <br />. Study drainage basins to identify and prioritize <br />needs and projects (inside each jurisdiction and multi-jurisdictional studies across <br />jurisdictional boundaries), <br /> <br />. Coordinate floodplain management, planning, Capital Improvement Program, and <br />maintenance, <br /> <br />Capital Project - Ligrani Drain at Rimrock <br />Market Place <br /> <br />. Coordinate representation to engage federal/state agencies, <br /> <br /> <br />. Determine Level of Service, <br /> <br /> <br />. Maintain facilities to ensure proper function and to prevent more expensive replacement, <br /> <br /> <br />. Meet federal stormwater regulations. <br /> <br />An analysis of the Steering Committee operational priorities, as currently met by each of the five <br />entities, is shown in Table 4. Table 4 shows that the individual entities only' meet priorities 1 <br />through 6 in a limited manner, or not at all. They are currently meeting the federal stormwater <br />regulations. However, the table makes no attempt to differentiate between local and regional <br />activities, the level of funding available, or to estimate the efficiency of the programs. <br /> <br />In addition to the operational priorities, the steering committee also developed the following <br />implementation priorities: <br /> <br />. Gain public acceptance, <br /> <br />. Do not create another level of bureaucracy, and <br /> <br />.
