<br />SECT.I.TWO <br /> <br />Existing Conditions Of Stormwater Management <br /> <br />2.2 OPERATIONAL CONDITIONS <br /> <br />Storm water management includes addressing problems and potential problems at both local and <br />regional levels. At the local level, smaller drainage areas such as subdivisions require <br />conveyance and/or detention to prevent property damage, nuisance flooding, pollutant loading, <br />and other flooding problems both within and downstream of the development. At a regional <br />level, these local developments are all tributary to larger drains and washes, which transcend <br />municipal boundaries. Planning must be coordinated between local entities for regional <br />structures that may be required. For example, a regional detention pond may be the best solution <br />to detain flows from multiple jurisdictions. <br /> <br /> <br />Ligrani Drain - Typical Open Drain <br />Maintenance Activities <br /> <br />Table I is a summary of the "big picture" of <br />stormwater operations in the Grand Valley. <br />Table 1 illustrates that most activities are <br />satisfactorily completed by a majority of the <br />entities within their own jurisdictions. <br />However, multi-jurisdictional (regional) <br />projects are only completed to a limited extent <br />by Mesa County and the District and are not <br />completed at all by Grand Junction, Fruita, and <br />Palisade.
