Additional funding to meet flooding problems and federal stormwater permit <br />requirements. <br /> <br />a. Capital improvement projects to move stormwater through the community with <br />minimal flood risk. <br /> <br />b. Compliance with federal regulations. Four of the five entities in the valley <br />submitted permit applications for control of stormwater on March 10, 2003. This <br />is the beginning of a long-term state and federal regulatory program that will <br />require valley-wide coordination and management. <br /> <br />c. Maintenance of overgrown channels to allow space for floodwaters and to reduce <br />blocked bridges and culverts during floods, which can cause dangerous flooding <br />on adj acent property and roads <br /> <br />d. Coordinated floodplain mapping and drainage basin planning studies to identify <br />and prioritize needs and projects. <br /> <br />e. Determination of an appropriate Level of Service for street and other flooding. In <br />many areas streets flood too frequently with very little rain. <br /> <br />2. Coordinated representation to involve federal and state agencies in problem solutions. <br />This is aimed primarily at the federal agencies that control the upper portions of the <br />basins that flow into the Valley. <br /> <br />3. Implementation priorities: <br /> <br />a. Do not create another level of bureaucracy, <br /> <br />b. Keep it simple (to implement), and <br /> <br />c.
