<br />Lincoln Park Crooked Ditch Company <br />July 25-26, 2006 <br /> <br />Agenda Item 8a <br /> <br />II <br /> <br />e Proiect Description <br /> <br />The purpose of this project is to rehabilitate the LPCDC irrigation system in order to continue <br />providing water to shareholders in a reliable, cost effective manner, and to minimize existing water <br />loss, Several options for lining the existing pipe were evaluated early in the engineering process <br />(in-situ form, shot-crete), but these were ruled out due to excessive cost and concerns about long- <br />term performance. Three alternatives were considered for the project including: <br /> <br />1, No-action alternative <br />2. Reconstruct ditch using HDPE (High Density Polyethylene) pipe. ($2.0 million) <br />3. Reconstruct ditch using RCP (Reinforced Concrete) pipe. ($2.8 million) <br /> <br />Alternative 1, No-action alternative - This option was considered unacceptable as it would <br />mean that LPCDC would continue to expend resources to "band-aid" the existing system, a system <br />that currently experiences outages due to maintenance problems, and continuous loss of water. <br /> <br />Alternative 2, Reconstruct the ditch with HDPE - This option provided LPCDC a reliable <br />approach at the least cost, with the benefit of being less labor and equipment intensive than <br />concrete pipe, <br /> <br />Alternative 3, Reconstruct the ditch with RCP - This option was ruled out due to the cost. <br /> <br />. <br /> <br />Selected Alternative 2, Reconstruct the ditch with HDPE - The project involves replacing <br />30,225 If (lineal feet) of pipe over a two-year period. The first year will consist of 15,365 If (10,385 If <br />- 36"; 4,980 If - 18"), and will include the vulnerable section along the bluff. The second year will <br />consist of 14,860 If (11,290 If of 36" pipe replacement, and conversion of 3570 If of open ditch to 36" <br />pipe.) <br /> <br />The Total Project cost is estimated to be: <br />1, Engineering Design <br />2. Construction Management <br />3, Construction Cost <br />4. Construction Contingency (10%) <br />TOTAL <br /> <br />$ 124,850 <br />132,000 <br />1,579,500 <br />163,650 <br />$2,000,000 <br /> <br />Schedule - The project is expected to take 2 years to complete, The first phase (15,365 LF) would <br />be completed in Fall/Winter 2006. The second phase (14,860 LF) would be completed in <br />Fall/Winter 2007, All construction is expected to be completed by February 2007. The easements <br />and rights-of-way have already been established so no permitting issues have been identified, <br /> <br />Financial Analvsis <br /> <br />The total estimated cost of the project is $2,000,000, LPCDC qualifies for the Municipal Low <br />Income interest rate, and staff is recommending a maximum loan amount of $1,800,000 (90% of the <br />estimated project cost) for 30 years at an interest rate of 3.25%. LPCDC will pay the 10% local <br />share ($200,000) of the project cost from special assessments over the next two years, LPCDC <br />currently has $100,000 in reserve for this use from a 2006 special assessment.
