For the alternatives chosen by the Company, we are estimating
a total project cost of $1,788,000, not including interest. Funding for these projects will raise the
level of assessments approximately $105 per share of stock. This raise in level of assessment is
similar to increases the Company has absorbed in recent years for other rehabilitation projects. . .

A Feasibility Study was completed on these project in 1996 and was reviewed and approved by
CWCB staff at that time. Revisions to the study to update the costs will be transmitted to you
directly by SMITH GEOTECHNICAL.

We request your further consideration and approval of funding for the projects. Your time and
effort in considering our request is greatly appreciated. If you have any questions, please feel free
to call our secretary-treasurer Mr. Don Engel or Mr. Duane H. Smith of SMITH
GEOTECHNICAL.

Sincerely,
The Windsor Reservoir and Canal Company

~df .f:iuo~I
Elmer R. Gustafson, PreSJtlent . -

.
