efforts.

Second, -::.he term "conservation and recovery plan" rein-

forces the rrinciple that preservation and recovery of the endan-

. gered fish species of the upper Colorado River basin ,,,ill require

the joint efforts of federal and state government, the water

development community, and conservationists.

II. Habitat Protection

The biological subcommittee of the Upper Colorado River Basin

Coordinating Committee and the U.S. Fish and Wildlife Service

have identified as "sensitive" certain segments of the Colorado

River system. These sensitive areaS provide important habitat

for the Colorado squawfish and humpback chub as well as for the

razorback sucker' which is a candidate for listing under the

Endangered Species Act.

This document calls for the protection

of these ecologically sensitive areas by designating specific

.

stream segments as critical habitat, by classifying other stream

segments as essential habitat, and by adopting other measures

that assure protection of these sensitive stream segments, The

term "critical habitat" is defined by the Act

..

and its use in

-----------------------------

· Although this document refers to the razorback sucker, the
measures set out herein would llot adequiltely lneet the needs of
this species.

** Critical llabi~~t my be establislled for those species !lQW
listed as threatened or endangered species for which no critical
habitat has heretofore been established. l6 U.S.C. 5 1532(5)(B).
The term Itcriticul habitatl! means the specific areas within the
geographical area occupied by the species at the time it is
listed and in which are found those physical or biological fea-
tures (I) essential to conservZltion of the species, and (I1)
which may require sjJ2cial mOIlaae:llcnl or protection.
