H.B. 1088 Procedures

Introduction

Section 3 of H.B. 1088 added a new subsection (2) to section
37-60-115, CRS, which new subsection states that:

(2) The Colorado water conservation
board shall present to the general assembly,
on or before January I, 1987, procedures that
facilitate the identification, evaluation,
prioritization, schedu~ing, and funding of
water projects so as to accomplish to the
fullest extent possible a unified development
of COlorado water resources. (Emphasis
supplied. )

At its July meeting, the Board concluded that it would endeavor
to present a report to the 1986 General Assembly. It was also
decided that the procedures would be discussed and developed over
the course of several Board meetings.

Discussion

As discussed at the July meeting, section 37-60-~15(2) calls
for the development of procedures, not substantive statements of
policy. In this regard, it seemS to me that it is inherent in
the wording of subsection (2) that the procedures be in five
parts: project identification, project evaluation,
prioritization of projects, scheduling of projects, and funding
