<br />. <br /> <br />. <br /> <br />. <br /> <br />10" <br /> <br />major purposes of the Reconnaissance Phase is to identify local sponsorship for the Feasibility Phase <br />(50/50 cost share), to detennine whether there is a federal interest in pursuing a Feasibility Study, and <br />to develop a Scope of Work for a Feasibility Study. An effort is being made to coordinate between <br />the watershed planning effort and the GIS effort. <br /> <br />Colorado River Basin Issues <br /> <br />Western Slope Irrigated Acreage Project: A consultant has been selected for the Western Slope <br />Irrigated Acreage Refresh Project. Spatial Sciences & Imaging (SSI), teamed with Techni Graphics <br />Systems was the top choice. These firms, located in Ft. Collins, come highly recommended from <br />other state's agencies for similar projects, and will be able to provide the high level of technical <br />expertise and timeliness needed to complete this project. Final scoping is currently underway with <br />the consultant. The contract process should have begun by the date of the May Board meeting. <br /> <br />Colorado River Salinity Control Forum ~ The Colorado River Salinity Control Forum is meeting <br />in Jackson Hole, Wyoming on May 16- 17,2001. The Workgroup will be meeting on the 16th, with <br />the full Forum meeting on the 1 ih. The Fonun will have some new members, Patrick T. Tyrrell, the <br />new Wyoming State Engineer has been appointed to replace Jeff Fassett. Linda Taunt, Water Quality <br />Division of the Arizona Department of Environmental Quality will replace Troy Day. Rod Kuharich, <br />was appointed to replace Dan McAuliffe and this will be his first meeting. High on the list oftopics <br />to be discussed will be the Colorado River Delta issues and the 2002 Triennial Review. A committee <br />has been reviewing Forum policies, and new policies concerning, "Once- through Cooling Water <br />Uses" and "Coal Bed Methane Facility Definition and Production" are being considered. These <br />policies are in the formulation stage and will be shared with the Board as they become more <br />developed. <br /> <br />New International Boundary and Water Commissioner ~ The U.S. section of the International <br />Boundary and Water Commission has a new Commissioner. The new Commissioner is Carlos M. <br />Ramirez. Mr. Ramirez is currently serving as the Mayor ofEI Paso, Texas, a position he will soon <br />leave. He is a civil engineer with limited water experience, primarily the water supply and watelWay <br />beautification projects he worked on as mayor. Further information is available on the City ofEI <br />Paso website. <br /> <br />Colorado River Annual Oneratine Plan for 2002 - Reclamation began development ofthe 2002 <br />Annual Operating Plan for Colorado River Reservoirs (AOP) on May 8th, This AOP will be the first <br />developed under the "Interim Operating Criteri~ for Colorado River Reservoirs" completed in <br />January of this year. As a result, there will be a number oflanguage changes in the AOP. <br />Reclamation invited comments for consideration on the draft text that will be provided June 1 st, of <br />this year. Staff will be providing written comments in the near future. Year 2002 is expected to be a <br />"Full Domestic Surplus" (Lake Mead above elevation 1145, but below 70R strategy) year. This <br />means MWD would get 1.250 mafless the amount of basic apportionment available to them. SNW A <br />would have direct delivery domestic uses within their service area satisfied, as would Arizona. <br /> <br />A "Final Draft" of the "Forbearance and Reparation Agreement" between Arizona and MWD has <br />been completed and approved by the Arizona Legislature. If approved by MWD without substantive <br />change, the agreement can be signed and completed. Any substantive changes would have to be <br />approved by the Arizona Legislature during the next session. <br /> <br />hnplementation of California's Colorado River Water Use Plan was reported as being on schedule <br />and appropriate funding is in place. The next AOP meetings are presently scheduled for June 27th <br />and August 28th. The final consultation meeting will be September 26th. All AOP meetings are <br />scheduled to begin at 9:30 am in Las Vegas, Nevada. <br /> <br />7 <br />
