<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />",,' .,. <br /> <br />321 <br /> <br />Agenda Item 25g -GCAMP <br />March 26-27, 2001 Board Meeting <br />Page 4 of4 <br /> <br />WHEREAS, the Grand Canyon Monitoring and Research Center (GCMRC) was <br />established pursuant to the 1992 Act in November 1995 to provide the mOnitoring and <br />reselU'ch required by the 1992 Act; and <br /> <br />WHEREAS, the Deputy Secretary for Water and Science, the Director of the USGS, and <br />the Commissioner of the Bureau of Reclamation, in consultation with the AMWG <br />oversee operations of GCMRC; and <br /> <br />WHEREAS, the GCMRC is funded by CRSP A power revenues; and <br /> <br />WHEREAS, the GCMRC budget was managed by Reclamation until this past year when <br />operations were fonnally transferred to the USGS; and <br /> <br />WHEREAS, the amount ofCRSPA powerrevenues that can be used to support the AMP <br />and GCMRC were capped in the 2001 USBR appropriations bill; and <br /> <br />WHEREAS, the AMP and GCMRC budgets are seeking appropriations in addition to <br />CRSP A power revenues for the conduct of activities in FY 2002 some of which may fall . <br />outside the scope of the preferred alternative identified in the ROD; and <br /> <br />WHEREAS, AMWG participants are being requested to participate in lobbying activities <br />to seoure these additional appropriations from Congress, similar to what the basin states <br />have done for several years to obtain funds for recovery programs in the upper basin; and <br /> <br />WHEREAS, staff is of the opinion that this activity is not appropriate at this time since <br />CRSP A power revenues appear adequate to support what is required by the preferred <br />altemative in the ROD; and <br /> <br />WHEREAS, staffis not convinced tbat the AMP is more important than the collection of <br />basic water resource data the USGS is charged to do. <br /> <br />NOW THEREFORE BE IT RESOLVED that it is the policy of the Colorado Water <br />Conservation Board with respect to the appropriation of funds in addition to the CRSP A <br />power revenues for the AMP and GCMRC that: <br /> <br />I. Only those activities that are within the scope of the "Operation of Glen Canyon Dam <br />ROD" be funded with CRSP A power revenues. <br />2. Appropriations or funds for activities outside the scope of the ROD may be sought by <br />the AMP so long as those activities support th~jl of implementing the ROD <br />as quickly as possible. . <br />3. The appropriations for the AMP or GCMRC do no air the USGS ability to carry <br />ou~yes~lt in cuts to the basic water resource data collection program for the state. <br />4. ..-Staff obtams fonnal Board approval of budgets and support for any additional <br />appropriations for the AMP or GCMRC above and beyond the CRSP A power <br />revenues currently provided. <br /> <br />f5001...r QI <br />
