<br />I <br /> <br />I <br /> <br />~.:J'.~ I <br /> <br />MR. SPARKS: <br /> <br />"I merely wanted to make a rather brief <br />repcrt to the Beard. There is not much action <br />that we can take at this time for reasons <br />which I will explain in a few minutes. The <br />Board members have in their fclders a report <br />by Mr. Goslin, made tc the Upper Cclcrado <br />River Ccmmissicn just this week, \-lhich summar- <br />izes in a very fine fashion the situaticn that <br />H.R. 4671 is new in. Copies of his repcrt are <br />also back there en the table. <br /> <br />At the present time this bill is pending <br />in the Rules Ccmmittee cf the Hcuse of Repre- <br />sentatives. It finally emerged from the <br />Intericr and Insular Affairs ccmmittee in <br />essentially the shape that we had reccmmended <br />it, but cnly after scme very stcrmy hearings <br />and deliberations by the ccmmittee. It actual- <br />ly came out cf the ccmmittee finally by a vcte <br />cf 22 tc 10 and was submitted tc the Rules <br />Committee where it is still pending. In all <br />prcbability it will pend in that ccmmittee until <br />Ccngress adjourns. <br /> <br />As I cutlined tc the Beard befcre, there <br />were twc fcrmidable prcblems in ccnnecticn with <br />this bill. First was the cppcsition of various <br />ccnservaticn sccieties, led by the Sierra Club. <br />These crganizations put on a very active cam- <br />paign thrcughcut the United States. Most of <br />the information they put cut was false and dis- <br />torted, but nevertheless it was a well financed <br />campaign and it had encugh element cf truth in <br />it so that with just a little bit cf factual <br />infcrmaticn, it was blcwn ccmpletely cut cf <br />prcpcrticn. We have many people from Cclcradc <br />whc spent much of their time in washington on <br />this bill. Mr. Gcslin is here, whc spent a <br />gocd deal of time en behalf cf the Upper Colo- <br />rado River ccmmission. I think most cf the <br />pecple whc were in Washingtcn during this session <br />felt that the ccnservationists cverplayed their <br />hand. When it got dcwn tc real facts, Arizcna <br />particularly was able to dispute many cf the <br />most flaming arguments that the ccnservationists <br />
