New <br />I think they are trying to make up their minds <br />in the Northwest whether or not to limit the <br />geographical area to exclude that drainage frcm <br />those three states to the south." <br /> <br />MR. Part cf those <br />Northwest states are not in the Cclurnbia River <br />Basin, that is, Oregon and Idaho, all of the <br />southern part is not in the cclumbia River <br />Basin. So they are faced with the prcblem of <br />telling their pecple in the scuthern part, if <br />they reject California and the other two states, <br />that 'We are not going tc plan fer you. We are <br />just gcing to plan fer us in the north'. It <br />is a rather ticklish situaticn. But if they <br />insist on keeping all of their southern areas <br />in, then they have tc admit California, Utah <br />and Nevada. You cannct exclude any drainage <br />area included in a river basin ccmmissicn. <br />The states have nc chcice there, but they can <br />determine a geographical area, such as the <br />Cclumbia River Basin cnly.
