have the Snake River which runs into the Cclum-
bia. But part of northern California, ncrthern
Nevada and ncrthern utah drain intc Idahc and
Oregon. They were attempting tc crganize
strictly en a gecgraphical basis in the North-
west; that is, to include all cf the area in
their states and therefore California, Utah
and Nevada should be prcperly included. New
I think they are trying to make up their minds
in the Northwest whether or not to limit the
geographical area to exclude that drainage frcm
those three states to the south."

"Who makes that decision?"

~1R. SPARKS:

"The states make the decisicn, actually,
but tc make that decision they have to ex-
clude part of their own states. The commis-
sion they are attempting to establish gees
beyond the Cclurnbia River. Part cf those
Northwest states are not in the Cclurnbia River
Basin, that is, Oregon and Idaho, all of the
southern part is not in the cclumbia River
Basin. So they are faced with the prcblem of
telling their pecple in the scuthern part, if
they reject California and the other two states,
that 'We are not going tc plan fer you. We are
just gcing to plan fer us in the north'. It
is a rather ticklish situaticn. But if they
insist on keeping all of their southern areas
in, then they have tc admit California, Utah
and Nevada. You cannct exclude any drainage
area included in a river basin ccmmissicn.
The states have nc chcice there, but they can
determine a geographical area, such as the
Cclumbia River Basin cnly. Then utah and Cali-
fornia have no drainage into the Cclumbia Basin.
