There is cne prevision in there <br />that prcvides that in the Coloradc River Basin <br />no commissicn can be established in that basin <br />without the ccnsent of three of the fcur Upper <br />Basin states. We have our own upper Coloradc <br />River commission and even if a basin ccmmission I <br />is established on the Coler ado we expect cur <br />Upper Cclcrado River Ccmmission to still func- <br />tion in the manner that it always has. In any <br />event, it takes the approval of three of our <br />four Upper Basin states before a river basin <br />ccmmissicn can be formed for the Cclcradc River <br />which would involve cur four states. <br /> <br />We have previously sent out ccpies cf the <br />legislaticn and we have discussed this fer some <br />two cr three years. In view cf the request for <br />infcrmaticn that Governcr Lcve has now received, <br />it is time fer the Board to take some action. <br />The decisicn as tc whether cr net Cclcrado <br />should jcin such a commission lies with the <br />Governor and he has requested some advice from <br />us so that he can decide in each instance as <br />to whether or not we shculd beccme a part cf <br />these planning ccmmissicns. <br /> <br />We have prcpcsed a fcrm of resoluticn <br />which would be submitted to the Gcverncr urging <br />that Ccloradc participate under this law.
