<br />weekend, July 4th weekend, and Labor Day weekend of up to 600 cfs on those weekends (daytime only of <br />course). <br /> <br />Copies of both applications are attached. <br /> <br />The following communities are continuing to consider filing for an RICD water right: Basalt, Carbondale, <br />Durango, and Glenwood Springs. <br /> <br />The Town of Palisade has also been exploring an RICD in conjunction with the Price-Stubbs Dam fish <br />passage, but has encountered a problem with obtaining the necessary authorizations from the Union- <br />Pacific Railroad (see the attached news article). <br /> <br />State of the State: Governor Owens presented the annual State-of-the-State address to the General <br />Assembly on January 13. His main thernes include appreciation for our military, the economy, Colorado's <br />quality oflife, economic development, the state budget, health care, the environment, water, and public <br />safety. This is what he said about water: <br /> <br />A remaining environmental challenge is water. <br /> <br />Since 1988, the Legislature has introduced 23 out-of-basin water transfer proposals. All failed. Yet <br />the need for real solutions remains. This year, we have a chance to enact lasting solutions to <br />benefit all of Colorado. <br /> <br />I am proposing that the General Assembly pass legislation creating Inter-Basin Water Compacts <br />between the various water basins. These would be long-lasting consensus agreements, similar to <br />the Colorado River Compact between Colorado and our neighboring Western states. <br /> <br />This plan has been crafted by one of Colorado's most respected leaders, former Speaker Russ . <br />George, who today leads the Department of Natural Resources. Let me thank Senator Abel Tapia <br />and Representative Josh Penry who are carrying this innovative plan. <br /> <br />You can read the Governor's address at htto://www.colorado.gov/governorlstateofthestate05.html. <br /> <br />State Legislative Update: A copy of an update is attached along with several noted bills and a list of <br />committees and their members. The bill status sheet will be updated for the meeting. <br /> <br />Severance Tax Operational Account Request Due: Our deadline for receiving requests for funds from <br />the Severance Tax Trust Fund Operational Account is Jan. 31. We will be bringing our recommendations <br />regarding the applications that are submitted in March. <br /> <br />Drought Update: Predictions for a dry early-winter season have not held true. January precipitation <br />levels have been above normal with snow pack levels well above normal for this time of year. As of <br />January 1 Olh, snow pack levels have reach 116% statewide, with many southern portions of the state <br />reaching 150% of average.
