ALP Approriation Language <br /> <br />(Set Four) <br />o State Legislative Information <br /> <br />Federal and Interstate <br /> <br />Ditch Bill Update: At the Board's meeting in January 2004, representatives from the U.S. Forest Service <br />addressed the Board regarding a lack of progress and agency responsiveness on the issuance of Ditch Bill <br />Easements. Since that time the Washington Office of the Forest Service has issued directives to the <br />regions and forests to guide them in this process. The following is an update on the progress on issuance <br />of Ditch Bill Easements in the Rocky Mountain Region. <br /> <br />. <br /> <br />o Beginning in December 2004, Kevin Riordan was assigned as the Region's Ditch Bill <br />Coordinator. Kevin is a member of the Region's Physical Resources Staff and is responsible for <br />coordinating Ditch Bill Easement activities with the Forests within the Region, other federal <br />agencies, the State, and the public. <br />o The Region and the Forests have redistributed resources and dollars to reflect the priority that <br />processing Ditch Bill Easements has been given. Teams are being formed on the Forests. Each <br />Forest is taking a little different approach to be the most efficient for its situation. <br />o The Regional Forester has set a goal of having 50 easements issued by the end of January 2005. <br />The Region expects to come very close to this goal. Most of these easements will be in Colorado <br />and will be spread over several Forests. The Regional Forester has also established a goal of <br />processing 250 of the 960 cases by the end of September 2005. <br />o The Forests have sent out scoping Notices on a variety of Easement Applications. The Forest <br />Service is trying to be very clear in the scoping with the public of where they do and do not have <br />discretion and how comments should be focused. <br />o The Forest Service has indicated that the U.S. Fish and Wildlife Service (USFWS) has been very <br />cooperative on working with them and is trying to streamline consultation efforts. <br />o Kevin indicates they are learning as they go. As the process is being developed and refined they <br />are making adjustments to be responsive to issues as they arise. This has slowed them a little in <br /> <br />Flood Protection.
