<br />Funding was also provided for a successful wildlife mitigation program being implemented in partnership <br />with CDOW and local interests. The Forum will be holding its spring 2005 meeting in Grand Junction <br />and touring project activities in the area in cooperation with local Conservation Districts, the CRWCD, <br />and the UVWUA. <br /> <br />Colorado River Deliveries to Mexico: Mexico has provided their water delivery schedule for calendar <br />year 2005 and has requested that 1,358,883 AF be delivered at Morelos Dam with the balance of 141,118 <br />delivered at the Land Boundary near San Luis less a small amount taken out at Parker Dam for the benefit <br />of Tijuana. The delivery schedule is broken down into monthly and daily volumetric amounts, pursuant <br />to the 1944 Treaty, so over deliveries in a given month, due to significant precipitation events, do not <br />reduce later obligations of the United States. <br /> <br />Colorado River Board of California: Lester Snow of the California Department of Water Resources <br />informed us that Governor Schwartzeneger is trying to eliminate about 100 California Boards and <br />Commissions, including California Colorado River Board, Jerry Zimmerman's organization. <br /> <br />Lester said it still must go through a "Little Hoover Commission" and then the Legislature, but he said he <br />expects it to happen. <br /> <br />Lester wanted us to know that this does not mean that California will be changing how they interact on <br />the Colorado River issues. He said that Jerry would still be involved and represent California. He did not <br />know the future structure, but thought it would either be under some form of a contractual basis or even <br />with Jerry moving into the Dept of Water Resources. He wanted to assure us that from the outside, it <br />should still work like business as usual. <br /> <br />The Colorado River Water Users Association Annual Meeting, Las Vegas: Among the topics <br />discussed were: I) the Arizona-Las Vegas agreement for intrastate water banking; 2) the challenges <br />presented by the drought; and 3) shortage criteria. Undersecretary Griles and Commissioner Keys, of the <br />Bureau of Reclamation both spoke and issued challenges to the States to develop solutions by April I, <br />2005, or have the Interior Department impose solutions on the States. Copies of both statements are <br />attached. <br /> <br />Upper Basin States Meet with Lower Basin States to Discuss Compact issues: The Upper Basin <br />States and Lower Basin States met following the Colorado River Water User Association meeting, in Las <br />Vegas. The States agreed to continue to meet to discuss opportunities to better manage the Colorado <br />River, in a manner consistent with the Colorado River Compact, and to address the States' needs as <br />precipitated by the drought. The technical work group will meet on Jan. 21 and the 7-State <br />representatives will <br />meet on Jan. 31-Feb.
